Reimburse Skully 2.3 SOL for paying for the DAO launch fees

@skully_rw send 2.3 SOL on the October 4th and 0.1 SOL on October 12th to fund the gas fees to launch the DAO contracts. I proposes that we reimburse him at some point once the DAO treasury has enough funds.
